To legally produce your number plates we're required to verify your identity and entitlement to the registration. Here's everything you need to know about which documents we accept.
The document you submit for identity does not need to match the name on the entitlement document — meaning plates can be purchased as a gift. You can provide your own ID while the entitlement is in someone else's name.
Step 1 — Proof of Identity
A document confirming who you are, dated within the last 6 months:
- Utility bill (Gas, Electric, Water)
- Telephone or Internet bill
- Bank statement
- Council Tax bill or rates bill
- Driving licence (photocard or paper counterpart)
- National Identity Card
Step 2 — Proof of Registration Entitlement
A document proving your entitlement to the vehicle registration:
- Vehicle registration certificate (V5C or V5CNI)
- New keeper supplement (V5C/2 or V5C/2NI)
- Certificate of entitlement (V750 or V750NI)
- Retention document (V778)
- Vehicle tax or SORN renewal reminder (V11 or V11NI)
- Temporary registration certificate (V379 or V379NI)
- Number plate authorisation certificate with DVLA or DVSA stamp (V948)
- eV948 Certificate of Authorisation — digital alternative, no posting required
How to Send Your Documents
Digital — Send by Email
The following documents can be submitted by email in their original digital format (PDF):
Proof of Identity:
- Utility bill (Gas, Electric, Water) dated within 6 months
- Telephone or Internet bill dated within 6 months
- Bank statement dated within 6 months
Proof of Entitlement:
- eV948 electronic number plate authorisation certificate
- Letter of authorisation from a fleet, lease, or hire company quoting the document reference number from the registration certificate
- PDF from the V5C on-demand (suppression) vehicle record system
Physical — Post to Us
All other documents must be posted as original physical copies. Any supplier not requiring physical originals for these documents is not following legal DVLA guidelines.

Place your documents in a plain envelope — no address needed. The QR code handles the label. Seal your documents inside any envelope.
Show the QR code at any Post Office — staff will scan it, print the label and send your documents directly to us via tracked delivery.
We verify and return everything — documents arrive next day. We verify immediately, produce your plates and return your originals securely in the same package.
Your QR code is valid for 7 days from issue. Original documents are required by law — photocopies and digital images cannot be accepted for physical submissions.
